The panel approved the item subject to the minister's approval or removal of that condition.
The recommendation came after discussion on item 6, the Development Application for 21-25 Codrington Street, Darlington.
Before the main item, the panel noted a conflict of interest. Mr Armstrong declared a reasonably perceived conflict of interest in item 6 because his company is currently working with the University of Sydney on the Sydney campus master plan, and he stepped out of the meeting for discussion and voting on that item.
The panel also noted the minutes of the local planning panel of 12 August 2026, which have been endorsed by the Chair and members of that meeting. It then moved to its first application on the agenda, a Review of Determination at 446-458 Elizabeth Street, Surry Hills, RDU1993-641-A, heard as item 3.
After the Darlington resolution, the Chair said the panel had approved the item subject to the Minister's approval or removal of the condition and brought the meeting to an end. What happens next depends on the minister's consideration of the objection.
